The Member of Parliamant for Wigtownshire in the south-west of Scotland, Rt. Hon. Sir Herbert Eustace Maxwell, 7th Bt. of Monreith (1845-1937), is seen here in Full Dress, Civil Uniform (1st Class), a uniform he wore as Privy Counsellor. Upon his appointment in 1897 he had had to swear “…to be a true and faithful Servant unto the Queen’s Majesty... You will not know or understand of any manner of thing to be attempted, done, or spoken against Her Majesty’s Person, Honour, Crown, or Dignity Royal, but you will let and withstand the same to the uttermost of your Power, and either cause it to be revealed to Her Majesty Herself, or to such of Her Privy Council as shall advertise Her Majesty of the same…” Coincidentally, this took place in 1897, the same year as Sir Herbert published Sixty Years a Queen: The Story of Her Majesty’s Reign, which ended with words of the suitably patriotic Jubilee Hymn by William Walsham How, Bishop of Wakefield:

Oh royal heart, with wide embrace
For all her children yearning!
Oh happy realm, such mother-grace
With loyal love returning!
Where England’s flag flies wide unfurl’d.
All tyrant wrongs repelling:
God make the world a better world
For man’s brief earthly dwelling.

As well as several biographies, Sir Herbert also wrote books on topography, local, natural and national history, sport and science. Educated at Eton and Oxford, he held many positions in Scottish institutions.

Photographed on 1 April 1901, Sir Herbert wears a nine-buttoned dark blue high-collar coatee with gold oak-leaf embroidery on the chest, cuffs and long tails; white breeches, stockings and gloves. He carries a cocked hat edged with ostrich feathers, as well as treble gold bullion loop and tassels. Over his shoulders is a scarlet lined blue cloth cloak. As the Court was still in Mourning, Sir Herbert wears a Black Crape Band, 3¼ inches wide, above the elbow on his left arm.The regulations for dress at court also specified that the breeches be made from a white woollen cloth called Kerseymere, with three covered buttons at the knees, the hose of white silk, the shoes of black patent leather, sword of regulation pattern with black scabbard and gilt mountings, sword knot of gold lace strap with bullion tassel and sword belt of white web, with white cloth frog.
